PHDC Reaffirms Global Standards in Oil & Gas Measurement at Inaugural Summit
The Deputy Chief Executive Officer for Operations and Technical Services at the Petroleum Hub Development Corporation (PHDC), Onasis Rosely, has reaffirmed the corporation’s commitment to international best practices in the installation of metering systems at the Petroleum Hub.
Speaking at the inaugural Oil and Gas Measurement Summit, Rosely noted that precise and efficient measurement of petroleum products is not only a technical requirement, but a critical pillar of transparency, operational excellence, and investor confidence. “As we work to realize the vision of Ghana’s Petroleum Hub, we are laying down robust frameworks, building local expertise, and deploying the technologies necessary for accurate and efficient oil and gas measurement,” he stated.
Rosely’s remarks come at a time when measurement integrity is gaining renewed attention across the oil and gas value chain — from production and storage to transport and export — especially as Ghana positions itself as a regional refining and trading hub.
Standards, Systems & Sovereignty
The PHDC is expected to oversee the development and deployment of metering systems that align with international protocols such as those of the American Petroleum Institute (API), International Organization for Standardization (ISO), and other globally recognized standards. According to Rosely, this alignment will ensure the credibility of Ghana’s energy exports and streamline operational interfaces between public infrastructure and private sector operators.
Strategic Momentum at PHDC
The corporation’s presence at the summit also underscores a broader momentum in PHDC’s activities.
On June 23, PHDC’s Chief Executive Officer, Dr. Toni Aubynn, addressed the Parliamentary Select Committee on Energy, where he emphasized the need for swift and fair compensation to affected landowners within the Petroleum Hub enclave.
Days earlier, on June 20, the PHDC engaged in strategic talks with Chinese infrastructure giant Sinohydro, exploring avenues for investment and project execution partnerships to accelerate development of the Petroleum Hub.
On the international front, the Government of Canada recently reaffirmed its intention to partner with PHDC on aspects of the hub's development, reinforcing the project’s growing international appeal.
Measurement: The Heart of Trust
As the Petroleum Hub moves from planning into phased execution, the accuracy of volume, quality, and flow measurement systems will be vital for pricing, taxation, quality assurance, and dispute resolution across the downstream petroleum sector.
Rosely concluded by stressing that the Oil and Gas Measurement Summit was not just a technical convening, but a signal of PHDC’s intention to lead with precision, professionalism, and global alignment in every aspect of the Petroleum Hub’s development.
