Ghana’s Petroleum Hub Vision Gains Momentum with Strategic Deals and Investor Outreach

Accra, Ghana | 3 September 2025 — Momentum around Ghana’s $60 billion Petroleum Hub project continues to build as the Petroleum Hub Development Corporation (PHDC) and its partner Mannschaft signed a landmark Memorandum of Understanding with Surbana Jurong Group. The collaboration seeks to leverage Surbana Jurong’s global expertise in infrastructure design and integrated urban solutions to advance the hub’s master planning and execution.
The agreement underscores PHDC’s strategy of forging high-value partnerships to accelerate the realization of Ghana’s vision to become a leading regional energy hub. The initiative comes on the heels of a GH₵300 million investment deal between PHDC and Mannschaft, which strengthened investor confidence and injected fresh momentum into the ambitious project. Together, these developments highlight the growing commitment of international and local stakeholders to drive forward Ghana’s integrated petroleum and petrochemical hub.
The global investor community has also been introduced to Ghana’s hub potential, with the Ghana Investment Promotion Centre (GIPC) presenting the project to Singaporean investors. This outreach reflects Ghana’s commitment to positioning the petroleum hub as a magnet for foreign direct investment and as a catalyst for regional energy integration.
Once completed, the Petroleum Hub is expected to transform Ghana’s energy landscape by hosting refineries, petrochemical plants, storage facilities, and trading infrastructure. Beyond its role as a continental hub for petroleum products, the project is projected to create thousands of jobs, enhance energy security, and contribute significantly to Ghana’s GDP.
By aligning strategic investments with international partnerships, PHDC is not only pushing forward the physical infrastructure of the hub but also anchoring Ghana’s place in the global energy economy. The Surbana Jurong partnership signals a new phase—turning vision into structured execution.
