Ghana Achieves Milestone in Upstream Petroleum Sector with Eban-Akoma Declaration of Commerciality

Accra, July 4, 2025 – Ghana's upstream petroleum landscape has taken a significant step forward with the formal Declaration of Commerciality (DoC) for the Eban-1X and Akoma-1X discoveries within the Cape Three Points Block 4 (CTP-B4). The milestone, confirmed by the Ministry of Energy and Green Transition, positions the country to unlock new domestic energy sources while attracting further upstream investment.

The DoC, submitted on July 3, 2025, follows the successful appraisal of the discoveries by the Joint Venture (JV) partners: Eni Ghana Exploration & Production Ltd, Vitol Upstream Tano Ltd, Woodfields Upstream Ghana Ltd, and GNPC Exploration & Production Company Ltd (Explorco) - in collaboration with the Ghana National Petroleum Corporation (GNPC).

Minister for Energy and Green Transition, Hon. John Abdulai Jinapor, described the declaration as a clear testament to Ghana’s commitment to the sustainable development of its hydrocarbon resources. He emphasized the role of offshore assets like Eban-Akoma in powering Ghana’s energy security, industrial transformation, and long-term energy strategy.

“The Declaration of Commerciality is a major boost to our oil and gas sector. It highlights the immense potential of our offshore resources to fuel economic transformation, enhance energy security, and drive Ghana’s industrialization agenda,” the Minister stated.

According to the Energy Chamber of Ghana (ECoG), the submission of the DoC marks a milestone achievement, paving the way for the preparation of a comprehensive Plan of Development (PoD). This next phase will concentrate on optimizing resource recovery, maximizing value, and promoting local content in line with Ghana’s national petroleum policy.

The Ministry, working alongside the Petroleum Commission and GNPC, has pledged full support to ensure the efficient and government-aligned execution of the project. Further technical and commercial evaluations will help finalize a development framework that delivers sustainable value and aligns with Ghana’s long-term energy objectives.

This announcement underscores Ghana’s ongoing commitment to fostering a resilient, transparent, and investor-friendly energy sector - laying the groundwork for future upstream successes.
