Ghana Accelerates Energy Hub Ambitions Through Strategic PHDC–GNPC Alliance
Ghana’s drive to become Africa’s energy hub gained fresh momentum as the Petroleum Hub Development Corporation and the Ghana National Petroleum Corporation announced a high-level partnership. The collaboration, anchored by a newly formed ten-member working committee, aims to fast-track energy infrastructure, create sustainable jobs, and deliver on PHDC’s “year of action” pledge, building on last year’s MoU run with Chemexa, Afdat, Mannschaft, and Surbana Jurong.
Airport Residential Area | February 19, 2026 - Ghana’s ambition to cement its position as Africa’s emerging energy hub received a decisive boost with the announcement of a high-level partnership between the Petroleum Hub Development Corporation (PHDC) and the Ghana National Petroleum Corporation (GNPC). The move marks the latest in PHDC’s “year of action” agenda, a campaign aimed at fast-tracking strategic initiatives across the nation’s energy infrastructure.
On Thursday, February 19, 2026, the two institutions unveiled a ten-member working committee, co-chaired by PHDC’s Deputy Chief Executive Officer for Operations and Technical, Onasis Rosely, and GNPC’s Exploration & Production lead, Michael N. A. Aryeetey. The committee is tasked with identifying and executing collaborative opportunities that will bolster Ghana’s energy security while fostering sustainable employment and industrial growth.
In his remarks at the unveiling, Onasis Rosely highlighted the criticality of synergy across Ghana’s energy sector, noting that the committee’s formation concretizes commitments first articulated during meetings in 2025. “As Ghana embarks on a comprehensive industrialisation drive, collaboration is not optional—it is essential,” Rosely said, projecting confidence that the partnership will deliver transformative outcomes for the country’s energy landscape.
Michael N. A. Aryeetey, for his part, framed the alliance as a strategic leap for GNPC in its aspiration to become a fully integrated energy institution. He emphasized that the high-level representation on the committee reflects GNPC’s readiness to ensure seamless collaboration with PHDC, underscoring the long-term value creation envisioned for both parties.
The committee’s composition blends strategic, technical, and financial expertise, featuring PHDC members Kwabena Owusu-Abrokwa, Director of Operations and Technical; Dr Kwame Baah-Nuako, Advisor on Strategy and Sustainability; Ms Amanda Dove, Senior Manager of Legal Affairs; and John Agordey, Head of Finance. GNPC’s delegation includes Dr Albert Longdon-Nyewan, Director of Projects; Albert Akowah, Director of Finance; Mumuni S. Ibn Yacin, Director of Strategy and Institutional Reporting; and Angela Hohoabu, Legal Affairs Manager.
This announcement dovetails with a series of recent developments aimed at scaling Ghana’s energy infrastructure and investment profile. Just days earlier, PHDC revealed that Lot One of the Petroleum Hub Project alone is expected to generate over 30,000 jobs. Infrastructure ambitions continue with CRCC Limited expressing interest in a 1.2-gigawatt power plant and the TDC signalling intentions for residential developments within the Hub, with foundational residential infrastructure projects underway.
Parallel to these moves, a consortium of Egyptian investors, including Chemexa Petrochemical Trading and Kaolin, has been advancing plans for a fibre gas cylinder manufacturing facility, designed to deliver safer, lighter, and fully recyclable LPG cylinders. The proposed factory, part of a broader $200 million investment in the Petroleum Hub, builds on an MoU signed in October 2025 with Chemexa and Afdat for the development of storage tanks with a combined capacity of seven million cubic meters. Past MoU-level engagements with global engineering and planning firms, including Mannschaft and Surbana Jurong, further underscore PHDC’s methodical pursuit of integrated energy infrastructure.
Taken together, these developments signal a period of accelerated momentum for Ghana’s energy sector. As PHDC’s 2026 “year of action” unfolds, the partnership with GNPC is positioned to act as both a catalyst and a blueprint for harnessing collaborative investments, institutional expertise, and industrial innovation, with the ultimate goal of securing Ghana’s energy future while generating tangible socio-economic impact.
