TOR Strengthens Security and Skills Development Ahead of Operational Restart
Tema, Ghana | 18 August 2025 - Tema Oil Refinery (TOR), Ghana’s premier refinery, has marked a significant milestone with its first-ever Passing-Out Ceremony for newly trained security personnel at the Eastern Naval Command in Tema. The ceremony, held ahead of TOR’s anticipated October restart of operations, highlights the refinery’s commitment to discipline, resilience, and operational safety as it repositions itself at the heart of Ghana’s energy security.
The newly graduated personnel are expected to reinforce TOR’s internal security architecture, ensuring a disciplined and professional workforce capable of safeguarding critical infrastructure. This initiative reflects a broader effort by TOR to strengthen institutional capacity, improve operational integrity, and align with international safety and security standards as it resumes refining activities.
Beyond security, TOR is deepening its role in human capital development through strategic partnerships. A notable initiative is the collaboration with the Petroleum Hub Development Corporation (PHDC), aimed at training 500 Ghanaian youth for future roles in the oil and gas industry. This training program not only builds technical expertise but also creates pathways for young professionals to participate meaningfully in Ghana’s evolving energy landscape.
The refinery’s progress has drawn recognition at the national level. During the Government Accountability Series, the Minister of Energy applauded TOR’s advancements and emphasized its central role in supporting Ghana’s energy security and industrialization drive. With the refinery set to resume operations, stakeholders are optimistic that TOR will play a pivotal role in reducing import dependency, stabilizing fuel supply, and contributing to economic resilience.
