PHDC Strikes GH₵300m Deal with Mannschaft as Ghana’s $60bn Petroleum Hub Vision Accelerates

Accra, Ghana | 19 August 2025 - Ghana’s ambition to build a world-class petroleum hub gained significant momentum as the Petroleum Hub Development Corporation (PHDC) signed a GH₵300 million Memorandum of Understanding with Mannschaft Engineering. The deal, valued at nearly $20 million, covers financial, logistical and technical expertise provision, including engineering works that will underpin early phases of the $60 billion Petroleum Hub project—an initiative designed to transform Ghana into West Africa’s premier downstream energy hub.

The agreement comes on the heels of a landmark inter-agency dialogue convened by PHDC in Accra. This gathering of ministries, regulators, and energy stakeholders sought to streamline coordination and fast-track approvals—an essential step for a project of this scale. By aligning institutions behind a unified vision, PHDC is moving to overcome the bureaucratic bottlenecks that have historically slowed large-scale infrastructure projects.

Investor confidence is also rising. The hub is already drawing global interest, with analysts citing Ghana’s strategic Atlantic location and its capacity to serve both African and international markets. As fuel demand across sub-Saharan Africa grows steadily, the hub is positioned to capture a central role in refining, storage, and re-export.

The Petroleum Hub is not just about energy supply—it represents a wider industrial transformation. By integrating refining, petrochemicals, logistics, and ancillary services, the project is expected to create jobs, generate export revenues, and strengthen Ghana’s balance of payments. At the same time, localizing value chains will reduce vulnerability to global fuel price shocks that have long weighed on the economy.
