NPA Rolls Out Regional Compliance Workshops to Strengthen Ghana’s Downstream Petroleum Sector

Tamale, Northern Region | 25 August 2025 — The National Petroleum Authority (NPA) has rolled out a series of compliance workshops in Northern Ghana as part of its ongoing efforts to deepen regulatory awareness and promote adherence across the downstream petroleum sector. The initiative aims to build capacity among industry players while safeguarding consumer interests.

From 18–22 August, the Authority completed the Northern leg of its maiden Regional Downstream Compliance Workshops in Tamale, Buipe, and Bolgatanga. Tanker drivers, retail dealers, and managers received training on licensing requirements, road safety, fire prevention, quality assurance, and the Unified Petroleum Price Fund (UPPF). The programme, led by the Business Development Department under Mr. Ossei Yaw Danquah, brought together representatives of more than 20 oil marketing companies, including TotalEnergies, GOIL, Shell, Zen Petroleum, and Star Oil. NPA has indicated that the initiative will soon be extended to other regions to strengthen safety and compliance nationwide.

As part of this broader agenda, the Authority has also engaged stakeholders on its draft Petroleum Consumer Complaint Guidelines, which are designed to provide consumers with clear channels for lodging grievances, ensure timely resolution of disputes, and enhance transparency between operators and the public. The guidelines, once finalized, will serve as a critical tool in empowering consumers while reinforcing accountability within the sector

The NPA has stepped up enforcement measures to ensure compliance with existing regulations. Through collaboration with the judiciary, the Authority has intensified its crackdown on infractions, targeting malpractice and irregularities that undermine fair competition and consumer safety. This regulatory clampdown is part of a sustained strategy to clean up the downstream space, restore confidence in petroleum service delivery, and align with international best practices.

Together, the rollout of regional workshops, the introduction of consumer-centered guidelines, and the judiciary-backed enforcement drive underscore the NPA’s dual focus on education and accountability. By balancing regulatory support with strict enforcement, the Authority is building a transparent, consumer-friendly, and resilient downstream petroleum industry that serves both businesses and the public interest.
