Tema Oil Refinery Ltd (TOR) and Petroleum Hub Development Corporation (PHDC) Team Up To Train 500 Ghanaian Youth For The Oil & Gas Industry

Accra, June 9, 2025 - In a preliminary meeting between the Tema Oil Refinery Ltd (TOR) and the Petroleum Hub Development Corporation (PHDC), both institutions agreed in principle to collaborate on a transformative initiative to train 500 Ghanaian youth in the oil, gas, and petrochemical industries as the sector gears up for expansion.

The meeting, held at TOR’s premises, featured a delegation from PHDC led by its Acting Deputy Managing Director, Mr. Onasis Rosely, and was hosted by TOR’s Acting Managing Director, Mr. Edmond Kombat, Esq. Discussions centered on a proposed exchange and capacity-building program, through which TOR would leverage its technical infrastructure and human resource expertise to prepare young Ghanaians for emerging opportunities in the energy sector.

The initiative draws momentum from PHDC’s ongoing efforts to build capacity in oil and gas communities, including a recent foreshadowing of ventures like these by Dr. Tony Aubynn. That programme aims to equip local youth with the skills needed to actively participate in the petroleum hub project planned for Ghana’s western corridor.

At the same time, the partnership takes on new urgency as TOR works toward a full operational restart by October 2025. The refinery’s Acting MD, Mr. Kombat, recently disclosed this target in a briefing to Parliament, positioning the plant to play a renewed role in curbing Ghana’s monthly fuel import bill while contributing to national energy resilience.

TOR possesses the technical know-how, seasoned professionals, and the infrastructure needed to train the next generation of oil and gas experts. The proposed partnership reflects a shared vision to strengthen Ghana’s energy future while creating sustainable employment for the youth.

Present at the meeting, alongside TOR’s Acting Managing Director, were the Acting Deputy Managing Director, Alhaji Mustapha Abubakar Batalima and other senior managers of the company.
